Since this would be a new module, please just default to using Oilpan rather
than the transitional types.

Yeah, there I made the mistake again of assuming that modules that have been
converted to use Oilpan already are doing the right thing (geolocation,
push_messaging)... Hopefully I've changed it correctly since this can only be
partly garbage collectable with Navigator itself still being refcounted.

Afaik the non-static version has to return a pointer since that's what the
generated code expects. Furthermore all other similar code I've looked at
returns a pointer in the static getter as well (again, geolocation and
push_messaging for two examples). So for consistency I think just keeping this a
pointer is the way to go.
