roll common DEPS, and start using recursedeps

None of the buildbot code imports gs_utils.py from common yet, but now it *can*.

Eric- please review at patchset 1.

To test, I am running a test buildbot master and slave, and it seems to be
working fine.

And I can run the gs_utils self-test from within the common import, and it
passes...

It moves misc.GitBranch to git_utils.GitBranch, which is used in

 I think you should just be able to update that file to prevent the break.
