For Mstone-4: Improve URL Logging in crash reporting

Duplicating the SetActiveURL() change from the renderer to the plugin process. (Should also fix a plugin callback that may be clearing the renderer's URL prematurely.)

Sorry to slip this in late on Friday, but I wanted to collect some data before
pushing this change into plugin for Mstone-4. The change replaces
ScopedActiveURLSetter with a call to SetActiveURL, which is the same as the
change to renderer in http://codereview.chromium.org/307020

I'm still planning on a more significant improvement to the crash URL, but this
is good for now. Since there's a time crunch, I'll accept an LGTM from either of
you.
