Add a force-layout-height-to-zero layout mode to WebViewImpl

This should be a WebSetting instead of being a member function of WebView.

I wanted to do that but I couldn't find a way to trigger a recalculation of the
viewport (which takes place in WebViewImpl) from WebSettings. The embedding
application can go in and out of this mode and when this is toggled I need to
force the layoutSize to be recalculated and set on the FrameView.
