Currently, Android apps built from solely the chromium code will not have
authentication credentials. If you remove these #ifdefs, then you must also not
configure the data reduction proxy if the key is not set.

Discussed in person. Let's do the configuration regardless of the key. We could
remove the UI which allows DRP to be switched on if key is absent.
