Correctly compute host_arch in breakpad_tools.gypi

Needed to build minidump_stackwalk on 32bit with a 64bit kernel.

(Do you know why this doesn't use the host_arch% from build/common.gypi? Also,
why are these -m32 and whatnot tweaks in here?

I think I'll clean this up more in a follow-up; for now let's do the safer
thing.)

Those came from r131662. I will make a pass and remove the cruft.
