Oh, you're right. Is there a reason why it's done like this? I've been asked to
sort OWNERS lists in the past.

The reason for the random sort is that when it is sorted in alphabetical order,
my username is on top and I get ~70% of all reviews sent to me. =)

Apparently Antony was getting all of the code reviews, the theory was because
the script wasn't random enough. I don't know whether that ended up being the
cause, nor whether it's still true.
