IMPORTANT: None of these constructors initialize any struct members. Then you
don't need to declare the constructors and destructors.

Tried that, I ged the following error:
../../net/cert/signed_certificate_timestamp.h:69:1: error: [chromium-style]
Complex class/struct needs an explicit out-of-line constructor.

This is true for all structs defined in this file.
