Un-deprecate XMLHttpRequest.send(ArrayBuffer)

Using an ArrayBuffer as the argument of send was un-deprecated in the
latest WHATWG specification, according to

I saw a suggestion to wait until the API stabilizes. I would really like to stop
showing this deprecation warning until we have a good backwards compatibility
story for developers. If we introduce the warning again, I would like to have it
accompanied by some way for a library to do feature detection and figure out if
XHR wants ArrayBuffer or an ArrayBufferView.
