Add periodic browser restart to ContentShellOnAndroid test runtime.  Update test status for ContentShellOnAndroid.

Note: The restart takes about 6 seconds, so it will make the tests take 10%
longer if it is done every 60 seconds.  We can try restarting less often, if
this works.

lgtm as a temporary measure -- though I think we should get to the ground of why
we get these timeouts.

Why do you update status files? I would assume you can remove the old lines
since the flakiness should stop now?

I'm not confident that all the flakiness will stop.  If new flakiness shows up,
even with this, then we will have an important clue.  Otherwise, we can look in
the results log to fix the status file all at once.
