MSE: Move FrameProcessorBase code into FrameProcessor

MSE: Move FrameProcessorBase code into FrameProcessor

Now that LegacyFrameProcessor is no more, the FrameProcessorBase class
is no longer needed. This change moves the base code into the
FrameProcessor class.
