[Notification] Stop calling detachPresenter().

[Notification] Stop calling detachPresenter().

It's empty on Blink side now. Rather than implementing it or leave it empty,
just stop calling it. In Chromium, content::NotificationProvider never goes
away.

I'm not very familiar with this code, but lgtm since the maintainer isn't there

re the comment in notification_provider.cc, i would take that out. no point
commenting out what you're not doing
