I wonder if this would be better done in ChromeContentBrowserClient (if you are

In other words, I'm wary of a special exception right here instead of an API for
content settings that's going to guarantee that the right metrics are recorded.

I've moved this into the HostContentSettingsMap to avoid having special
exceptions.
