With a large amount of CLD refactoring completed, I've told Takashi I was
willing to be an owner at this point. Here's some sample reviews from the work

Now translate is a little complicated and each reviewer has each field that he
is good at. So, I think now is the time to write some comments at the top of
these OWNERS files as I wrote some comments on media/midi/OWNERS.

E.g., droger is good at components and iOS, hajimehoshi implements bubble UI and
translate-internals, I did CSP support using an isolated world, and you did CLD
dynamic data support.
