Add chrome.virtualKeyboardPrivate.openSettings api to open settings page


This will open chrome://settings/languages page after called.

Hey guys.

Do you mind to take a look at this CL? Virtual keyboard needs a way to open the
settings page so I created this private API.

kevers@ for everything
mek@ for extension related files
isherman@ for histogram related files
