ThreadWatcher: disarm startup watchdog even when stop is called. StopWatchingAll() can be called before InitializeAndStartWatching is called. Before bailing out, disarm the startup watchdog. BUG= Committed: https://src.chromium.org/viewvc/chrome?view=rev&revision=277968
