Add schemas to Skia repo

Looks like they'll be accessible through
https://raw.githubusercontent.com/google/skia , unless there's another mirror
you guys would prefer to use

The file names are not very descriptive. Maybe microbench_json_data_schema.json
A better source might be googlesource.com with format=TEXT. Will need to base64
decode the contents though.

It looks like the webcrawler is disallowed by the robots.txt though:
https://skia.googlesource.com/robots.txt , same with github:
https://github.com/robots.txt
Actually, we might be allowed in github, I'll test it
Would they be better there or in the perf/server directory?

So any thoughts on whether I can commit this? I've got a modified ingestor ready
to test
