Say something about when this method is called. E.g., is it meant to be called
only from a particular method of NetworkDelegate? Also, be more specific about
what "bypass" means, because the meaning here is different from how "bypass" is
used in other data reduction proxy contexts. (Except for here, "bypass" means
put the proxy on the ProxyRetryInfo map.)
