Change skia build files to use a utils.gypi instead of hardcoded files.

So in this current version I've changed chromes gyp (and gn) to read in skia's
utils.gypi file. As of now I have just hardcoded in the files to exclude from
the gypi that are not used in chrome. This is done currently so that I can add
files to our gypi for a separate set of cl's without our gypi restructuring
being a roadblock.

This will get cleaned up once we figure out what we want to do with our utils
and other gypi files.

Doesn't this set of exclusions also need to be in the BUILD.gn file?
