Thanks for catching that. I don't know why it compiled in the first place, but
it definitely did. Fixed.
None of the existing methods like GetLocalAddress or GetPeerAddress are const.
If you'd like me to clean some of them up I'll do them all at once, but
otherwise I think it would look weird for this one method (and GetLocalAddress)
to be const.
