Reverted !client_id check because it caused unit test failure.

Reverted code back to what it was and removed DCHECK that is no
longer necessary

Shouldn't have added that extra test in the first place. Looks like unit tests
depended on that old behavior. Since we don't have a strong reason to make this
change, it is best to revert back to what it was.
