Pass in the time of the user's last activity timestamp with the NET_ACTIVE_WINDOW event

Pass in the time of the user's last activity timestamp with the _NET_ACTIVE_WINDOW event.
_NET_ACTIVE_WINDOW events with a CurrentTime timestamp are ignored by Unity.

I'm pretty sure you want the released versions of these events too. Along with
mouse motion events. (See gdkinput-x11.cc in the libgtk2 source.)

It looks like the GTK implementation updates the user time:
- when a key is pressed or the mouse is pressed for non-XInput2 events
- when a key is pressed or released and a button is pressed or released or the
mouse is moved for XInput2 events

I am slightly hesitant to update the user time on each mouse move.

I suppose also supporting XInput2 events and then not updating on mouse move
would be fine.

I do not understand. The CL handles XInput2 ET_KEY_PRESSED and ET_MOUSE_PRESSED

Sorry, I didn't know that ui::EventTypeFromNative was XInput2 aware.
