Move the functionality we still need into the BluetoothDevice class.

I decided to go with smaller CLs, so it's easier to keep track of what's
changing (and hopefully also to review as well).  This CL just moves code,
without any fix-ups.  I'll send out another CL shortly with some cleanup.
