Move bundled copy of sqlite one level deeper to better separate it
from our patches, READMEs, etc.

Also, add a shim header so we can use it for building
with system sqlite.

I think it looks good, but ...

I suggest you break it into two pieces.  First piece is to add the header to
third_party/sqlite and change everything outside of that directory to use it. 
Second change then moves everything around w/in the directory and fixes up the
internal references.  I suggest this because I'm nervous about whether anything
snuck in there without me seeing it, because of the mixture of moved and added
stuff.

Also, sqlite/preprocessed is our own addition.  Probably keep that in the
top-level directory, though it's reasonable to keep it in a subdir of the top
directory, since it's all generated code.

Also, I don't like calling the header sqlite/sqlite3.h.  It feels mis-leading. 
I think it should be sqlite/sqlite.h, being the sqlite that Chromium uses.

Unfortunately about sqlite/src/src/, but I suppose one seldom has to look at it
:-).
