Enable drive: protocol in incognito windows.

This is a part of effort for enabling Drive in open file dialog
of incognito windows. It enabled protocol handler for drive: scheme
in incognito profiles.

Great, looks like there's a launch bug for this - privacy is my only concern
here, and I defer to the privacy team for that.

The only concern here is that this feature may leave the file being read cached
in Files.app's Drive backend.
It somehow contradicts with the statement we show on incognito new tabs.
