Pepper: Move several tests to content_browsertests.

Pepper: Move several tests to content_browsertests.

This moves a bunch of non-NaCl pepper tests to browser_tests. I moved a bunch
of the ones that looked easiest here, and more will be moved over in follow-on
changes.

^^^ What's the reasoning behind leaving these ones here? Note, these are the
only places RunTestAndReload is used, so you could move that function from
chrome to content. Or, we don't really need it at all, it's so small.

I took a block of some tests that looked easy to move all at once. I plan on
making a series of changes to migrate the tests. I'll grab the
RunTestAndReload() ones in the next change.
