device/bluetooth: Implement GATT characteristic properties on Chrome OS.

This CL implements GATT characteristic properties for
BluetoothRemoteGattCharacteristicChromeOS. Also, a typo in the "Writable
Auxiliaries" property declaration has been fixed.
