Move ExtensionUninstallDialog into extensions namespace

Move
ExtensionUninstallDialog into extensions namespace
and remove unwanted extensions:: prefix in extension_uninstall_dialog.*.

c/b/e lgtm, but you might want to update the description to be "Move
ExtensionUninstallDialog into extensions namespace and remove unwanted
extensions:: prefix in extension_uninstall_dialog.*." since this is adding a
(wanted) extensions:: prefix in many places.

Looks like trybots don't wanna apply the patch.  This usually happens because
the revision the bots are testing against is older than yours.  I'll try again
in a few hours, when they've had some time to catch up.  If it becomes a block,
lemme know. :)
