Must be ARB_sync that is broken with these drivers as I checked a few devices
and NV_fence is never listed as a supported extension. We have APPLE_fence
though and that might work in case it turns out we care a lot about these
supporting fences with these drivers.

Cleaned this up a bit in latest patch by not using arb_sync variable at all. The
egl_khr_fence_sync variable and declaring it before the workaround check is
necessary because of the !OS_MACOSX ifdef.
