Revert "[infra] Roll clang toolchain forward" This reverts commit a60fb341f51a37b52ce5bb9981fa405d67e4c076. The toolchain.stamp files are missing on buildbots, causing failures. This occurred on the second run after the commit, indicating that perhaps the files are no longer created, or something.
