update dart2js kernel status

update dart2js kernel status

I ran update_all after removing entries in the sections (except one since zero entries currently crashes the script)

The function_type tests are turned off in language_2.status for non-strict and non-checked tests.  We should add a checked kernel target when we are a little further.
