Disable Vsync when Aero Glass is enabled.

The vsync is unnecessary for ratelimiting or tear prevention, and can cause issues when multiple windows are displayed.

Same as https://codereview.chromium.org/75723004 which got reverted due to
bizarre regressions: http://crbug.com/321979 and http://crbug.com/322203.

These regressions don't reproduce on my system. The patch improves WebGL
performance by up to 20% on D3D11 by avoiding duplicate vsync.
