Add simple test migration helper.

I started working on another batch and then got annoyed at the tedium, so I
automated it.

This doesn't do anything particularly interesting, but it handles the common
cases where:

1. A test only exists in one fork.
2. The tests exists in both and is identical.

In those cases, it will do the migration for you. Otherwise, it prints out what
you need to do. It knows how to find all the tests in the chunk given its
endpoints, and it can handle being re-run in the middle of a migration
(hopefully).

I was thinking of doing this, but you beat me to it! Awesome! Could you also add
a check that prints a TODO when a file uses package:unittest? It would save us
the hassle of having to check each automatically migrated test for it.
