Suggestion:

Can't infer a '.packages' file from '#uri'.

If you don't like my suggestion, you should change "cannot" to "can't" and use
single quotes, not Markdown.

I decided to keep the original phrasing because I wanted to highlight the actual
issue (the actual #uri might be a bit distracting in this case)
