Make it possible to build gralloc_drm.

Add enums and defines used by gralloc_drm.

These are referenced in the gralloc_drm source from android-x86.

This is part of the HAL interface: libhardware lets you load the gralloc module,
then you pass these enums to the "perform" method of that module.
If you needed to do this in chrome code, you wouldn't want them to be defined
only in the gralloc implementation in chromeos-land, if that's what you mean by
not "here."
So I think they belong here.
Android-x86 put them in this file.  Do you prefer they be in their own file?

Per our discussion, put all gralloc_drm-specific items in their own new file,
instead of changing any android files.
