Adding devoncarew@, since he has been adding to this package, and would know
what is using it.  But if the DEPS haven't been rolled, I think he knows only
non-sdk users of it.

Not sure why or when we added this DEP - perhaps to try and test dart-services
on the SDK bots? If so, we can re-add if we decide to set up that testing.
