Please add a comment explaining why there's a [Custom] here.

Also, why doesn't [ImplementedAs=createEventModules] work?

[ImplementedAs=createEventModules] does not work because createEventModules is
not a member of WebCore::Document and the header file under modules cannot
automatically be included.
