i don't think the PRESUBMIT check is a good idea. we might want to override
something else in the future, and then either clang refuses to compile or the
presubmit fires.

Fair enough. I removed the PRESUBMIT check.

I agree but there will obviously be mistakes... When I thought about that I
assumed that the PRESUBMIT could be moved to a warning or even be removed if we
need to use OVERRIDE for good reasons.
