most of these are of the form "verb-thing".  maybe "use-surface-for-video" or
something like that?

'surface' is pretty overloaded too.  i have no idea what to call it that's
better.  if you also do not, then 'surface' it must be....

Despite the mixed style usage in this file, the preferred style is VideoSurface.
On naming, being explicit never huts how about UseSurfaceLayerForVideo ? :)

Sorry this wasn't clear, the naming style must be CamelCase despite the issues
earlier in this file.
