Yup. They are ORed together. Whitelisted items are assumed to be owned by people
we can track down and instruct to update the code in case we need to make
changes, so we can accelerate them to stable.

Nope. For some reason I'm getting a lot of real duplicate code reviews from you,
and the non-duplicates were erroneously filtered. Looking......
