This is really odd. It's consistently failing on some, but not all, Windows
configurations. And it's fine on non-Windows. Do any of you have a clue?

Patch set 1 LGTM. However, I don't know why this test fails on some but not all

I'm nervous re-enabling it, since it blocked CQ, without a strong amount of
babysitting or debugging.

Do you have a Win machine? Is this something you could run in a gtest loop to
see if it fails locally, and under what conditions?

Things that come to mind are "timing" or "persistence".

Beyond that, "memory corruption".

I thought that too, but here we are, with repeatable failures. (The same
configurations failed in CQ as here in the trybots.)
