Whitelist experimental bookmarks extension on stable.

preferencesPrivate was only available on the dev channel. This CL
moves the whitelist entries to a stable channel entry.

let's just change this to "stable", weird having a whitelisted API on dev only.
I think it's because Now doesn't even use it anymore.
