[TaskManager] Change ResourceMap to figure ResourceList

Change the type of values in ResourceMap from ResourceList*
to ResourceList.

This CL is not an actual fix of the bug (crbug.com/364243), but it avoids those crashes.

But I'm trying to figure out in what sort of circumstance would this suppress a
crash? Is there something subtle I missed?

I'm not on Windows right now, so I wasn't able to download the minidump and look
at the assembly, but I'm curious if you were able to figure out which pointer
was invalid or NULL at the time of the crash?

Unfortunately, I don't know how to reproduce the crash, neither.
But you can see some readable information from the URL written by rohitrao@ in
crbug.com/364243.
Reports sent by Chrome_Linux are informative.
