I'm not sure the comment applies to this include?  content/ files depend on
common, too, so the "Content Shell can depend on more components than content/"
comment does not apply to this include, since parts of content depend on it,
just content/ itself does not....Hrm...Looks like url_formatter is included
elsewhere in content/, too, though, so I guess I'll just follow suit.
