Retry: Change Skia DEPS to pull from googlesource (git)

Original CL: https://codereview.chromium.org/275893002/ caused "gclient revert" failures after the initial sync because third_party/skia was still under svn control. This one is back with a new twist: it's uploaded from svn, and I "svn rm"d the third_party/skia directory.  I'll have to dcommit it since Rietveld doesn't know about the directory remove.

Also, I don't see your original CL reverted. How could this patch apply to ToT?

I'm pretty sure that the failures were due to chromium/src still thinking it had
control of third_party/skia.  Unfortunately this is hard to test, because I'd
need to actually commit a change in order to try out "gclient revert".  If you
have ideas on how to test this, I'll do that.  Last round taught me that the
trybots aren't necessarily a good indicator (particularly since Rietveld doesn't
know about the svn directory remove).  The previous version was reverted in
https://codereview.chromium.org/272003004/.
