Do you really need to #include web_contents.h?  I'd think the forward-decl of it
before would continue to work.

WebContents::CreateParams is an inner class of WebContents. My understanding is
there's no way to forward declare a nested class like this. Let me know if I'm
mistaken - very happy to forward declare if it is possible to do so.
