This isn't intending to validate the language passed but the logic of switching
_ to -, I want to make sure I don't change __ to --. FWIW, I don't think
en_US.UTF-8 is a valid language but a valid locale ;)

As noted in the implementation, navigator.languages can't make sure the values
it gets are sane. It has to assume the embedder isn't going nuts.

I should fix those automated crash tests to stop relying on expected files.
