Remove the description ViewAndroidDelegate as it may not be the only user of the
enum in java layer. How about just saying '.. a list of cursor types that
provides.'?

Can you add this annotation to WebCursorInfo::type instead and avoid introducing
a new enum?  There is an analogue in
https://cs.chromium.org/chromium/src/third_party/WebKit/public/platform/WebIn...

Then there's no need to have much code in RenderWidgetHostViewAndroid anymore,
you can only have logic in Java.
