The header declares this as base::TimeDelta while this is WTF::TimeDelta. While
this happens to work today because it's the same type, doing this is depending
on internal implementation details of WTF:TimeDelta.

I guess it's OK in this case since we plan on allowing subsets of base in Blink
soon though?

I am not sure. The alternative is to pass the base::TimeDelta as int32_t, and
convert to WTF::TimeDelta. Please let me know.
