Add handling + parsing for ALTSVC frame. Also change frame type number
and add an extra version check for BLOCKED frame. SPDY4/HTTP2 only.

I think that this change is only the QUIC piece. Do you need to land the SPDY
piece too?

It compiled on linux and compiling on other try bots (though SPDY's OnAltSvc is
not ported). It looks like MOCK_METHOD6 defines the method.
